Recommendation
A. Authorize the City Manager to execute the attached Team Base Camp Host City Agreement in substantially final form and as included as Attachment 1, subject to any final negotiation considered in consultation with the City Attorney, between the City and a Participating Member Association Team that has been qualified to participate in the FIFA World Cup 2026™ Competition.
B. Appropriate an initial $250,000 [1] [2] [LR3] from General Fund Unassigned Fund Balance, which will be allocated to the City Manager’s Department to utilize for Public Safety and other appropriate uses, as described in the fiscal impact section of the report.
C. Find that the appropriation in Recommendation B, and any future allocation from the General Fund Unassigned Fund Balance, to support any City obligations under the Host City Agreement, is in the best interest of the City, serves a strong public purpose and is not a gift of public funds. (Cal. Const. Art. XI, Sec. 7.) Specifically, any allocation of City funding in support of Host City Contract obligations will bolster the City’s local economy and local businesses, among other Goleta Strategic Plan goals.
