Recommendation
A. Approve the Plans and Specifications for the Citywide Traffic Signal Upgrade Project;
B. Award and authorize the City Manager to execute a Construction Contract with Alfaro Communications Construction, Inc. for the Citywide Traffic Signal Upgrade Project, in the not-to-exceed amount of $2,607,919.86 subject to the requirements of the contract documents;
C. Authorize the Public Works Director to approve contract change orders for the Citywide Traffic Signal Upgrade Project in an amount not to exceed $260,791.97;
D. Authorize the City Manager, or designee, to apply for and enter into or amend any necessary utility and service agreements associated with the Citywide Traffic Signal Upgrade Project at any amount that is supported by the project budget;
E. Award and authorize the City Manager to execute a Professional Services Agreement with Willdan Engineering, Inc. in an amount not-to-exceed $186,904.00 for Construction Management, Inspection, Public Outreach, and Material Testing services with a December 31, 2027, termination date; and
F. Adopt Resolution No. 25-__, entitled “A Resolution of the City Council of the City of Goleta, California, finding the Citywide Traffic Signal Upgrade Project Categorically Exempt from the California Environmental Quality Act (CEQA) Pursuant to State CEQA Guidelines Section 15301.”
