Conduct second reading (by title only) and adopt Ordinance No. 26- entitled, “An Ordinance of the City Council of the City of Goleta, California, Replacing Chapter 12.02, Title 12, of the Goleta Municipal Code Regarding Encroachments on Public Property; and Finding the Regulations Exempt from the California Environmental Quality Act.”
