Recommendation
1. Authorize the City Manager to execute an Agreement Incorporating Cooperative Purchasing Agreement with Public Restroom Company, for the procurement of a new restroom facility for the Stow Grove Park Project, in an amount not-to-exceed $421,081.
2. Find that the proposed authorization to procure the prefabricated restroom structure is within the scope of the Stow Grove Park Master Plan previously analyzed in the Mitigated Negative Declaration adopted by the City Council on December 19, 2023 (SCH No. 2023080037). The approved Master Plan expressly includes construction of a new restroom facility. This action does not constitute a substantial change to the project or the circumstances under which the project will be undertaken, and no new information of substantial importance has become available that would require preparation of a subsequent or supplemental environmental document. Accordingly, no further environmental review is required pursuant to Public Resources Code section 21166 and CEQA Guidelines section 15162.
