Purchase and Sale Agreement for Ellwood Beach Drive Acquisition

Recommendation
A. Approve and authorize the City Manager to execute the attached Purchase and Sale Agreement for a parcel located at the south end of Ellwood Beach Drive, identified as Assessor’s Parcel Number (APN) 079-553-010 (owned by Bauman and Caspe) in the amount of $91,000;
B. Approve and authorize the Mayor and City Manager to execute the attached agreement between the City and the County of Santa Barbara for use of a Coastal Resource Enhancement Fund (CREF) Grant, and record the accompanying “Conservation Easement Deed and Agreement;”
C. Authorize the City Manager to execute and record the State of California’s Deed Restriction for the Habitat Conservation Fund (HCF) Grant; and
D. Appropriate $96,000 in grant funds to account for the purchase price and associated acquisition costs of APN 079-553-010 using CREF Grant funds in the amount of $48,000 and HCF Grant funds in the amount of $48,000 awarded to the City for this purpose.
