Additional Appropriation from the Library Development Impact Fee Fund to support Goleta Library Operations
Recommendation
A. Receive an update on Goleta Library operations and budget deficit;
B. Find that use of additional Development Impact Fee (DIF) funding is an appropriate expansion of library facilities needed for new development and not to replace existing deficiencies, and appropriate $42,000 from the Library Development Impact Fee Fund to the Library Collections budget; and
C. Direct staff to work with the City of Santa Barbara on the following items:
1. Fund the children’s librarian position and fill the vacancy as quickly as possible;
2. Close the Library on Mondays beginning August 1, 2016;
3. Close the Library one hour early on Tuesday, Wednesday and Thursdays, beginning August 1, 2016;
4. Utilize library reserve funds to close the budget deficit until additional revenues or budget reductions are identified to close the operating deficit, as long as such funds are available; and
5. Negotiate an operating agreement subject to City Council approval.
