Recommendation
A. Receive a presentation from FM3 Research, Inc. on the results of a recent polling and public opinion research survey related to a possible sales tax measure;
B. Direct staff to proceed with an outreach and education effort to inform voters about the financial needs and potential uses of funds related to a possible sales tax measure;
C. Direct staff to return with draft language for a possible sales tax measure for the November 3, 2020 General Election for Council’s further consideration;
D. Authorize the City Manager to execute Amendment No. 1 to Professional Services Agreement No. 2020-011 with FM3 Research, Inc. to increase the total contract amount, from $29,650 to $67,650, to provide for public outreach and education services related to the possible tax measure; and
E. Authorize an additional appropriation $17,650 from the General Fund Unassigned Fund Balance to the City Manager’s FY 2019/20 Budget to cover the increased contract cost related to these additional services.
